Job Location: Manchester City Centre (initially remotely at home in line with government guidance, and then based in a Manchester City Centre location)

Purpose of the Role

You'll be supporting and driving projects to ensure future skills needs are met within Ofcom. You'll be fostering L&D links across Ofcom groups and professions, whilst working with management teams to deliver programmes aligned to business objectives.

What you are expected to deliver

Understanding the Ofcom Group and Profession L&D Requirements

To design, deliver and evaluate training sessions within groups' and professions' learning curricula
Ensure individuals have continuous improvement and development for success planning where applicable
Communicating Data and metrics that informs and supports both managers' and teams' progress and succession planning
Implement learning pathways for colleagues, establishing any further training in line with colleagues' roles and requirements of external bodies
Work closely with group managers to review learning and development interventions for technical competencies and personal effectiveness
Source, identify and arrange internal and external training to address competency gaps
Identify and monitor training KPI's and prepare reports including training costs, budget and delivery of courses/qualifications
Work with the L&D Manager on groups' L&D budget spend
Manage relationships with key stakeholders both internal and external to the L&D team and to Ofcom. This includes maintaining close relationships with the Ofcom People Business Partnering teamDelivering Exceptional L&D Expertise and Deliverables

Ensure that the L&D function offers a quality, cost effective service to Ofcom groups and professions
Research potential new learning activities and methodologies
Introduce and implement new training processes and systems to record and review training needs and delivery
Review training which is currently offered within Ofcom and ensure that it is fit for purpose
Review training and development records, identifying and collating training needs and identifying the gaps
Monitor and evaluate feedback and effectiveness of all training and development
Where relevant, sourcing providers to deliver effective specialist learning solutions
To be responsible for ensuring all relevant colleague records for the business area are accurate and up to date on the Ofcom LMS.
Assist with Apprenticeship and Graduate inductions
Ensure that equality and diversity issues are considered in all aspects of learning and development activities.
Actively seek learning and development best practice from within and outside of the groups' sectors and encourage colleagues to do the sameEssential Skills and Knowledge

You'll have excellent stakeholder management skills and the ability to challenge and influence appropriately as required; a skilled influencer who can demonstrate high levels of L&D credibility coupled with the ability to build relationships at all levels quickly
You'll have excellent project management skills, including the ability to manage a varied and demanding workload and to prioritise effectively in an agile manner
You'll have an understanding of financial/ Budget management
You'll have an advanced knowledge of learning theory and design, and knowledge of leadership theory and leadership training approaches
You'll have practical knowledge of Learning Management Systems, and understanding of the latest tools and developments in the digital learning area
You'll have experience of managing improvement initiatives across both face-to-face and digital learning
You'll have good networking and relationship building skills, including the ability to seek out new and value adding external perspectives
You'll have the ability to engage, listen, learn and work with colleagues across Ofcom and to work at pace to deliver on responsibilities of People Strategy
